Does Daylight Savings occur with GMT?

I'm asking because I'm doing some stuff in PHP where I'm saving as GMT, and I want to know how to convert it to EST and make Daylight savings correct.

Good question. I can tell you that the server time is always EST because it syncs up with CPanel.net's Scranton PA time server to keep the CPanel license valid. So the answer is that the server observes daylight saving time.
