Absolutely. Most people use a POP3 client to check their PZ e-mail.

You'll have to know the mail server name (in your PZ welcome e-mail), and your account user name and login (again in the e-mail, or created by use through cPanel).

In outlook look up "add account" in help. I don't have a copy handy, but I think it's under the "Tools" menu. It will walk you through entering the required information.

What are the "Incoming" and "Outgoing" mail servers?

mail.(whatever your domain is)

It's in your PZ welcome e-mail as "mail server" and is the same for incoming (or POP3) or outgoing (or SMPT).
