FTP not prompting for password??

I've followed the Cpanel instructions to setup an FTP and it seems to set it up ok. But when I call up the new folder it opens without asking for username or password.
There must be something I don't understand

For anonymous FTP to work on your account it needs a dedicated IP address. Anon ftp and secure certificates are the two things that need dedicated IP's in order to work. Without the dedicate IP you are only seeing the default ftp folders attached to the shared IP.

Unless of course you're not trying to set up anonymous ftp.

In that case you need to go to "File | Login As" in IE, if you are using IE.
